Under the feasibility, development, and construction co-leadership of EBP Managing partners and EDM, and in collaboration with an international multidisciplinary expert team, the Temane Regional Electricity Project (TREP) is anchored by the Temane Transmission Project (TTP), implemented by STE, a wholly owned subsidiary of EDM.

EBP Managing Partners led the project across the full lifecycle, from feasibility and planning through construction to O&M and operations

TTP represents Phase 1 of Mozambique's Tete–Maputo transmission backbone and includes:

  • 563 km 400 kV single-circuit line
  • 2 x 25 km 400 kV double-circuit line
  • Four new 400 kV substations (Pambara, Chibuto, Matalane, Maputo)

The transmission system project evacuates power from the 450 MW CTT IPP while establishing backbone capacity for future large-scale gas, hydro or renewable power generation projects.

Complementary grid reinforcement projects under parallel development and construction include:

  • 28 km 110 kV Pambara – Temane extension
  • 60 km 275 kV Dzimbene – Chibuto extension

Services Provided:

  • Led development and delivery of Mozambique's largest post-1975 infrastructure project: 563 km, 400 kV transmission backbone under a ring-fenced SPV structure.
  • Secured and structured complement US$150 million concessional loan and grant financing beyond the core financial structure support from World Bank Group, IDA grant of US$300 million

  • Directed six EPC packages (substations, STATCOMs, transformers, transmission lines) and supervised Owner's Engineer and contractor performance:

    • Lot 1: Four new 400/230/110/66 kV substations
    • Lot 2: Two 150 MVAr STATCOM installations
    • Lot 3: 31 single-phase step-down transformers (400/230/110/66 kV)
    • Lot 4: 25 km double-circuit 400 kV transmission line
    • Lot 5: 220 km single-circuit 400 kV transmission line
    • Lot 6: 340 km single-circuit 400 kV transmission line
  • Led ESG compliance under World Bank Environmental and Social Standards (ESF) and IFC Performance Standards, including timely RAP implementation as a core lender de-risking measure.
  • Managed critical transmission–generation-gas supply TREP interface risk across three interrelated mega public and private infrastructure projects; transmission system, CCGT IPP and the gas production facility infrastructure expansion BOO type of project, owned and implemented by Sasol.
  • Built institutional capacity in project management, construction, commissioning and long-term network operations.
